THE Access Card Bill must be passed immediately to "provide certainty for contract negotiations" for procurement of critical elements of the system, the federal Government has said.

"If passage of the Bill were to be significantly delayed, this would reduce the time available to properly implement the new system (to meet the Government's 2008 deadline for the start of registration)," the Government says in a submission to the Senate inquiry into the scope and purposes of the card.
They must be pretty worried about schedule slippage; things are already being tested. A marketing company called me this week and offered me $60 to do some user registration testing in Civic next Tuesday.
